The question was flagged by users as not an answer, probably because of how it was phrased. The title of the question asked for modification while body also indicated requests for video deletion. I'm guessing everyone had the same thought that the main drive for the question was moving videos around (which was pretty nifty) and not the deletion feature.
The original meta question has been closed and deleted. It was a rant about a comment that was made on the answer, and was largely impertinent and nonsensical.

I can't speak to the moderator's actions, but there's no way that the question is highly regarded by the "community". The usual activity on this site would never see a question get that many votes in that little amount of time. It's obviously getting voted on by people who don't spend all that much time here.
