Such questions should be Closed with the custom Off-topic reason: Questions on applications or application features that are no longer available are off-topic for Web Applications as no one will ever be able to make use of the answers again.
In some cases, such as Hotmail, there is a clear successor app. The tag for the retired app should be made a synonym ...
These are some of our top tags which look like they need more/better guidance in the tag wiki excerpt:
Since there seems to be nothing but agreement, I've removed that tag from all of the questions where it existed (and cleaned up other things while I was there).
Now we just need to wait for the Roomba to come through and remove the tag altogether.
I have cleaned up the tagging & photo-tagging tags.
To assist with the cleanup I needed to create some new tags:
I have also created a synonym to map all facebook-tagging to facebook-tags
The tags tag has now been cleaned up too.
Frankly, I don't think we need any. Questions about social networking or social networks in general is almost certainly going to be too broad. Social medcia is even broader. Otherwise, you need to add a separate tag to identify the social network you're asking about, making the social network(s|ing) tag superfluous.
If one of them survive, the others should ...
I've picked through the remaining 9 questions, and it seems like they are largely in the realm of esoteric sites.
I'm inclined to leave them here, since they are about legitimate web apps, just not ones with a large enough following to justify a tag.

As a courtesy to our users who are also users of other SE sites we should aim to be consistent with other sites in the family, where practical. Although for WA SE might be ...
I tend to agree with Sally. For the questions with both email and address, it looks like it was meant to be email-address, but that tag doesn't do much to better categorize the questions. At least one of those is really about a Google Account, and so should be tagged with google-account. The others don't seem to need address at all.
All of the questions ...
Here's how I think we should fix this.
